B-BBEE
To understand the B-BBEE targets and requirements applicable to one’s business, one should first establish whether the entity forms part of a particular sector code. If the entity does not qualify to be measured in accordance to any sector code, it will need to be measured in accordance to the Amended Generic Codes of Good Practice.
The size of the entity is determined by its turnover, which determines the type of scorecard applicable to the entity.
Note: The parameters mentioned may differ from certain sector codes.

EME
Should the entity qualify as an EME, it automatically qualifies as a Level 4 B-BBEE contributor by completing and signing this EME Affidavit.
The affidavit needs to be stamped by a Commissioner of Oaths to be recognised as a B-BBEE certificate which is valid for a 12 months period.
Enhanced recognition levels apply to entities with the following black ownership status:
At least 51% black South African
Level 2
100% black South African
Level 1
QSE
Should the entity qualify as a QSE, the entity will be measured in accordance to the QSE scorecard.
However, enhanced recognition levels apply to QSE entities with the following black ownership status.
At least 51% black South African
Level 2
100% black South African
Level 1
To be recognised for enhanced recognition levels, this QSE Affidavit needs to be completed, signed and stamped by a Commissioner of Oaths. The affidavit will be valid for a 12 month period.
Generic
All entities with an annual turnover greater than R50 mil will be measured in accordance with the Generic scorecard to obtain a B-BBEE level.
EMPLOYMENT EQUITY
This is an annual submission to the Department of Labour, stipulated by the Employment Equity Act.
Designated suppliers (entities required to submit) are those that meet any of the following criteria:
- Employ 50 or more staff members, or
- Entity's annual turnover meet or exceed the applicable thresholds:

Should you be a Designated Supplier, this submission is also a requirement in order to score points for your B-BBEE under the Management Control element.

SKILLS DEVELOPMENT
This is an annual submission to the relevant SETA required for all entities with an annual payroll exceeding R500 000, and is also a requirement to score Skills Development points on your B-BBEE certificate. Skills Development is a PRIORITY element on the Amended B-BBEE Codes. If Skills Development is your Priority element of choice, and 40% of the target is not met, your B-BBEE level will be discounted by 1 Level e.g. Level 7 will become a Level 8.
